Residential Programs

TRICAP offers a variety of diversion programs designed to reduce the number of admissions to jail or prison of non-violent/non-assaultive offenders while also providing treatment for substance abuse and mental health issues.

Programming is based upon a Behavior Modification Model, which focuses on the utilization of cognitive behavioral techniques designed to impact lifestyle changes.

Residents must adhere to highly structured daily requirements and be responsible and accountable for their choices.

Programming follows evidence based practices and standards set forth by Michigan Department of Corrections, Health & Human Services and the Office of Community Corrections.

Transportation Provided

Residents referred can be transported from any state of Michigan correctional/residential facility by TRICAP staff.

Eligibility Criteria for Probation Residential Services (PRS)

Services available to male or females,18 years of age or older:
 
– Felony / Court Ordered Offenders
– High Court Misdemeanor Offenders
– Level 2 & 3 Parole Offenders

Clients must be fully detoxed prior to admission.

COMPAS Assessment at a “Medium” or “High” level to be eligible for programming, however, requests for waivers for residential placement may be considered with “low” levels in such areas as substance abuse, residential instability, anti-social temperament, etc.

Plus Program
(60+, 90+, 120+, 150+)

This program is designed to provide a residential setting for probation/parole violators who require intensive outpatient substance abuse services. 

Length of stay is 60 days up to 150 days.

Domestic Violence (DV) Program

This program is designed for individuals charged or convicted of Domestic Violence 3rd or exhibiting Domestic Violence behaviors.

Length of stay is 90 days.

Residential Work Placement (RWP) Program

This program is designed as an alternative to a long-term jail or prison sentence. The program will instill a positive work ethic and provide a lengthy period of intensive outpatient substance abuse counseling. 

Length of stay is 150 days.

Resident volunteerism/employment may provide credit days.

Standard Program

This program accepts offenders bound for jail without program intervention.

Length of stay a minimum of 135 days not to exceed 150 days.

Resident volunteerism/employment may provide credit days.

Opiate / Methamphetamine Specific (OMSP) Program

This program is designed for offenders with opioid use disorder (OUD) / chronic opiate issues.

Length of stay is a minimum of 150 days, not to exceed 180 days.
  
Referrals to this program are accepted from Saginaw, Bay, Midland, Tuscola, Lapeer, Jackson, and Ingham County respective Community Corrections Advisory Board (CCAB) Managers. All referrals must be assessed by TRICAP treatment staff.

Specialty Court

Drug Court Program

This program is designed for offenders whom are in need of additional structure and substance abuse therapy/testing and are participating in local drug court or local court systems. This program works within the sanctions of the Court participants.

Length of stay is determined by Drug Court assessments and case management, however, not to exceed 150 days.

Swift and Sure Program

This program is designed for high-risk felony offenders with a history of probation violations or failures. 

Length of stay is 90 days.

Zero Tolerance (ZT) Program

This program is for offenders requiring services to fulfill their probation requirements. Offenders will also be accepted if currently on probation and require residential care due to inability to fulfill probation requirements, not to exceed 30 days.  

Length of stay is 30 days.

Special Alternative Incarceration (SAI)

This program accepts male and female offenders graduating from the SAI program and requiring services to fulfill their probation / parole requirements.
